Using natural light instead of artificial light can help reduce electricity bills. Open the curtains and blinds during the day to let in natural light, and consider installing skylights or solar tubes to increase natural light in areas with limited windows. Upgrading insulation in your home or business can help reduce electricity bills by keeping your space cooler in the summer and warmer in the winter. Insulating your walls, floors, and attic can significantly reduce the amount of energy needed to heat or cool your space.

You can go partially solar, you can install solar energy systems, you can be militant about your energy use and you can, and should, use energy management or load sharing systems. Ask your energy suppliers. You can see it is not that hard to get a lower APS electric bill and everyone can do it.
